If you spent 2023 and 2024 in cookie-deprecation meetings, you are owed an update. The short version: third-party cookies did not die in Chrome. The replacement plan did.
That is an awkward outcome for anyone who built a roadmap around a countdown clock. It is also not a reason to go back to the old playbook. The signal loss that pushed everyone into those meetings never reversed — it just stopped being announced with a press release.
What actually happened, in order
Google spent roughly four years telling the ad industry that Chrome would phase out third-party cookies. In April 2025, it changed course and said it would not ship a standalone prompt asking users to turn them off. Cookies stayed on by default.
Then came the part fewer marketers noticed. On October 17, 2025, Google announced it was retiring roughly ten Privacy Sandbox technologies, citing low adoption. The list included the marquee ones: the Topics API, the Protected Audience API (what used to be FLEDGE), Attribution Reporting, IP Protection, and Private Aggregation. Deprecation started in Chrome 144 in January 2026, with removal targeted around Chrome 150 in July 2026.
So the sequence is: cookies stay, and the cookie alternatives Google built are being switched off. If that feels like the industry ran a five-year fire drill, that is a fair reading.
Cookies did not “come back” — they were never gone everywhere
Here is the part that gets lost in the headlines. Chrome was always the last holdout, not the leader.
Safari has blocked third-party cookies by default since 2020. Firefox has isolated them with Total Cookie Protection by default since 2022. Per Statcounter’s July 2026 figures, Chrome sits around 68% of worldwide browser share, Safari around 16%, and Firefox around 3%. That means roughly a fifth of your traffic has been effectively cookieless for years, and it skews toward iPhone users — often the higher-income segment you care about most.
Add the rest of the leakage: Chrome’s own tracking protection in Incognito, iOS App Tracking Transparency, ad blockers, consent banners that many users decline, and short cookie lifetimes on Safari that expire before a long consideration cycle ends. MarTech reported in March 2026 that 54% of mobile impressions now arrive with no identifier at all.
Your match rates did not get worse because of a Chrome deadline. They got worse gradually, from a dozen directions at once, and the Chrome reversal fixes none of them.
What signal sources you actually have left
Strip out the acronyms and there are four durable categories.
First-party cookies and your own server. Data you collect on your own domain still works everywhere. This is the foundation, and it is the reason server-side tagging and conversion APIs became standard practice rather than an advanced tactic.
Authenticated identity. Logins, email addresses, and purchase records. Hashed and matched, these travel across platforms without a browser’s permission. This is what Unified ID 2.0 is built on, and UID2 was never part of Privacy Sandbox — it survived the shutdown untouched.
Contextual and content signals. Unfashionable for a decade, quietly effective again. What someone is reading right now is a real intent signal that requires no identifier.
Behavioral and modeled data. Sequences of actions, recency, frequency, and content consumption patterns tied to a resolved profile rather than a cookie. This is the layer that keeps working when the cookie does not.
The practical read for marketers
A few things I would actually change, or not change, based on where this landed:
- Do not un-do your first-party data work. Everything you built for the deadline — server-side tracking, consented email capture, CRM hygiene, offline conversion uploads — pays for itself regardless of what Chrome does. That work was never really about cookies.
- Stop planning around Privacy Sandbox. If you have a vendor roadmap or a 2027 measurement plan that leans on Topics or Protected Audience, it needs rewriting. Those APIs are being removed, not delayed.
- Check your measurement gap honestly. Compare platform-reported conversions against what your CRM and payment processor actually recorded, by browser if you can segment it. The gap tells you how much of your reporting is modeled versus observed.
- Treat identity as a data problem, not a tag problem. A cookie only ever told you a device came back. It never told you who the person was, what they cared about, or whether they were in-market. That was always the interesting question.
Why the cookie was a bad tool anyway
This is where I will editorialize. The third-party cookie was a mediocre proxy for identity that the industry defended because it was free and universal, not because it was accurate. It broke across devices, reset constantly, and told you nothing about the human behind the browser.
The teams that got ahead during the deprecation scare were not the ones who found a cookie substitute. They were the ones who started resolving anonymous traffic to actual people and enriching it with attributes that mean something — buying signals, life stage, purchase recency, income range. That approach is indifferent to browser policy, which is exactly why it survived a four-year reversal without needing a rewrite.

The honest summary
Third-party cookies are still in Chrome. Google’s replacement for them is being dismantled. Roughly a fifth of the web already blocks them, mobile identifiers are missing on more than half of impressions, and none of that is scheduled to improve.
There is no deadline anymore. There is just a slow, permanent erosion of borrowed identity data, and a choice about whether you build your own.
